Quality Standards 5.3 Learner Assessment

Quality Standards 5.3 Learner Assessment

Quality Standards 5.3              Learner Assessment

Quality Standards Type          Process

Quality Standards Description:

There are 3 main purposes of learner assessment. The first is to provide useful data/ information to improve the instructor’s teaching, which leads to improvements in student learning (assessment for learning). The second purpose of assessment allows students to evaluate their own progress, and use the results to develop new study methods that lead to learning (assessment as learning). The third purpose is to assess expected curricular learning outcomes (assessment of learning). Most assessment is used for the last purpose, which is focused on providing data regarding student learning achievements. Learning and teaching management should encourage assessment for the first two aims as well. Thus, appropriate assessment systems must place importance on creating assessment criteria, assessment methods, quality assessment tools, and grading methodologies that aptly reflect learning outcomes. Supervision is necessary to bring about authentic assessment, use of a variety of assessment methods, assessment results that reflect ability to operate in the real world, and feedback which enables students to resolve their weaknesses and reinforce their strengths. Such assessment results will reflect students’ actual abilities. Graduate programs must give priority to establishing quality systems to assess theses and independent study projects.

Operational Result

5.3.1 Assessment of learning outcomes according  to the Thai Qualifications Framework of Higher Education and learners outcomes 3 aspects

5.3.1 Assessment of learning outcomes according  to the Thai Qualifications Framework of Higher Education and learners outcomes 3 aspects

System and Mechanism

  1. The curriculum or program sets up learning assessment plan according to the Thailand Qualification Framework (TQF) 2. The curriculum or program informs the learning assessment criteria to all students in the program.
  2. The curriculum or program follows up and monitor teaching and learning, and assessment (According to the plan and assessment specified in TQF 3 and TQF 4).
  3. The curriculum or program provides a review of the student’s achievement.
  4. Instructors prepare TQF 5 and TQF 6 and submit to the curriculum or program after completion of teaching. 6. The curriculum or program validates and corrects TQF 5 and TQF within 30 days
  5. The curriculum or program submits academic results to the academic department for announcing grades.
  6. The curriculum or program organize a meeting to assess teaching and learning management of each semester. 9. The curriculum or program prepares TQF 7 within 60 days after the end of the academic year.
  7. The curriculum or program assesses the quality of the curriculum or program and bringing the evaluation results to improve quality in the next academic year.

Assessment of the Process

The curriculum or program invite special lecturer to share among the latest practices in the education to support what has been learned in the classroom, learning likewise the updates or trends in the education, the necessity for creative thinking.

Improvements/ Developments

  1. The curriculum or program solutions were taken and closely monitored to improve the learning outcomes of five domains and three aspects of learner’s outcomes. Moral and Ethics: Assessment was observed through the class attendance and their behavioral aspects such as discipline and punctuality. Besides, their ethical standards during class and exam were also monitored. Knowledge: The students’ knowledge level was observed in the MidTerm and final exams as well as during class participation. Cognitive Skills: The assessment was observed through their class performance such as seminars, group presentations, quiz, activities, class work, and so on. Interpersonal Skills: Social etiquette and group activities were designed to evaluate this criterion. Numerical and IT: Assessments were observed through students’ participation on using digital platforms such as Google Classroom, Google meet, LMS and so on. The three new learner characteristics are also assessed based on Ministry of Education Education Standards 2018 guidelines: Learner person: – Assessment is observed through students’ reflection of solving cases in relevant subject areas where they applied their theoretical knowledge in the scenarios in organizational context. The application, hence, redirect long-term learning goals among the students. Good citizen -Assessment is observed through their attitude and behavior as well as their voluntary participation in community work.  Co-creator -Assessment is observed through their innovative approach in various class activities.

Result

Lecturers incorporated all the assessment criteria in their teaching plan in and their projects/activities. The participation and engagement of the students increased. Close monitoring of the program committee also enabled students to become more qualified.

5.3.2 Verification of assessment of student learning outcomes

5.3.2 Verification of assessment of student learning outcomes

System and Mechanism

  1. The curriculum or program has a plan to verify the students learning outcome in TQF5 and TQF6.
  2. The curriculum or program committee directly assess the lecturers and student’s productivity and quality along with their performances, behavior and achievements in the duration of their teaching and learning engagement.
  3. The curriculum or program committee assess whether the course learning outcomes are aligned with the program learning outcomes.
  4. The curriculum or program committee go over the exam papers and ensures these are assessed based on knowledge, cognitive and numerical domain.

Assessment of the Process

  1. The curriculum or program students learning outcomes will be assessed by the committee on the results and the grade distribution. If they find any unusual distribution, the instructors are supposed to submit explanation for that. The TQF 5, 6 & 7 has to be completed within the assigned time.

Improvement/Development

  1. The curriculum or program called a meeting.
  2. A committee was formed in the beginning of the academic year and it formulated assessment criteria to verify the learning outcomes.
  3. The committee closely supervised the course objective and the lesson plan. They also virtually monitored online classes to ensure the implementation of proper teaching method. In addition, the committee also observed the assessment criteria by reviewing the midterm and final exam paper. Finally, they also looked in the course evaluation, TQF5 to analyze the 5 effectiveness of the course.

Result

The academic year 2021, the program offered another  4 classes for students. The program chose one core subject class to be verified learning outcomes (25%). The result found very efficient after implementing the system. The close monitoring of the courses enabled the instructors to continually improve their courses.

5.3.3 Regulate the assessment of teaching management and curriculum assessment (TQF 5,TQF 6 and TQF 7)

5.3.3 Regulate the assessment of teaching management and curriculum assessment (TQF 5,TQF 6 and TQF 7)

System and Mechanism

The assessment of teaching/learning management is checked from the student’s evaluation report for each subject. The program committee then analyzes the assessment results and meets up with the instructor whose score is less than 3.51. The committee then sets up the development plan for those instructors. At the end of the academic year, the program chair prepares the TQF 7 and submits it to the faculty

within 60 days for review.

       Assessment Process

The assessment of learning outcomes mentioned in Thailand Qualification Framework (TQF) is done based on the reviewing of TQF 3 & 5. The TQF 3 is drafted based on the learning outcomes of TQF 2.

The examination paper and the students learning results are analyzed.

It was found that some time lecturers were not able to submit the TQF 5 on time

Improvements/ Developments

Based on the assessment, the following improvements were made:

Curriculum or program chair communicated with the lecturer and sorted out the problem in submitting the TQF 5. The curriculum or program formed a reviewer committee with subject experts as members to go over and approve the TQF 5.

Result

Proper information dissemination to the learners equipped them to comprehend about the requirements of the subjects taken and made them prepare for their study skills. Close monitoring with the lecturers by the dean or program head made them responsible for their actions in their teaching.  The dean  and department head closely monitored the development of the google classrooms and the  TOS and examination of the courses to endure the  proper delivery of the online classes. This eventually satisfies both the students and the instructors about the courses learned/taught. Receiving feedback from the students and instructors also helped the program committee to develop the course curriculum in the next academic year

5.3.4 Assessment of these projects in graduate programs (Master and Doctoral Degree)

5.3.4 Assessment of these projects in graduate programs (Master and Doctoral Degree)

The program had been started this 2020 academic year, the students only registered for core courses. No students proposed thesis proposals
