Performance

1. Organizational Governance (Governance System). How does the dean ensure responsible governance for all aspects?

The Dean ensures that all operations within the Faculty are comprehensively supervised with thorough accountability. As for the operation of the BE and CA programs, the Dean transfers the annual missions to both Program Heads who put missions into action through annual projects. Each project is executed by the appointed faculty member acting as the project head who reports the results of the project to the Program Heads and later to the Dean. Each project is done following its timeline. Every quarter, the Dean reports the summary of the finished project to the Department of Planning and Research.
Other strategic plans such as research and academic work production, knowledge management, arts and culture, risk management, or student development are supervised by an appointed board of committees. After the plans are completed, the committees report the results to the Dean who will summarize all results and submit the summary report to the Department of Planning and Research.
All of the results are incorporated in the Faculty’s annual performance report for the ‘Internal Quality Assurance” which is evaluated by a board of reviewers who will give feedback beneficial for the improvement of the Faculty.

2. Organizational Governance (Performance Evaluation). How does the faculty evaluate the performance of the dean and the governance board?

Regarding the aforementioned faculty governance system, the Associate Dean, two Program Heads, all committee boards, and all project-in-charge faculty member are evaluated by the Dean. The Dean is evaluated by the faculty members using a questionnaire. All evaluations are summarized and reported to the “Department of Planning and Research”. Additionally, the Dean allows all faculty members and students to meet with her in person to provide comments and suggestions deemed advantageous to the faculty operation. The Dean’s faculty operations are written as an annual report for ‘Internal Quality Assurance” which is reviewed by a board of assessors at the end of an academic year. All evaluation results are used to improve the Faculty’ management and operation for the next academic year.

3. Legal and Ethical behavior (Legal, Regulatory, and Accreditation Compliance). How does the dean address current and anticipate future legal, regulatory, and community concerns with your educational programs, research, academic services, and operations?

Both BE and CA curricula have been accredited by the Education Standards System (TQF) from the Office of the Higher Education Commission (OHEC), and both programs have implemented the policy of the OHEC in accordance with the National Qualification Standards for Higher Education regarding the curricula revision cycle specified by the OHEC. This curriculum construction and 5-year-cycle revision for improvement can ensure the legal standard for both curricula at the present and in the future. To ensure stakeholders (parents and students, entrepreneurs, private and public organizations) that both curricula serve their needs, both curricula are publicized on the College’s website in order for them to study and decide whether the curricula match and serve their needs.
With regard to research done to support the community, the Faculty ensures that the research does no harm to the target community. First, the Faculty appoints a research committee to determine research projects to ensure that the target community receives the expected benefits without any harm. The research team follows the Researcher Ethics Guideline published by the National Research Council of Thailand and Research Ethics in Human Subjects. The Faculty informs the target community of the projects along with the objectives and activities to be done. The school students participating in the projects receive a ‘letter of consent’ to be signed by their parents, legal guardians, or their teachers allowing them to participate. This year, the Faculty launches 3 projects (HS 21, HS 27, HS 29) to service the community. The results of the activities are informed to the community and served as sources for research to be conducted by researchers (lecturers in charge of the projects). For researchers, their research rights are protected following the ‘Notification of the College’ entitled ‘Research and Creative Rights Protection System’
As for the legal and moral conduct in providing academic services to the community, two types of academic services, general and specific, are planned to serve the policy of the College to improve the quality of life and education in the surrounding community. Both types of services are provided following the same process. First, the Dean along with the Program Head contacts the communities to which the services would be provided to inform them of the objectives and prospective results of the services and set the dates or timeline for service operations. Then, the Dean submits 3 written projects (HS 21/27/29) to the College for permission. Next, the lecturers in charge of the projects along with volunteer BE and CA students, operate the projects at the target communities following the activities stated in the projects until finished. To ensure that the communities were satisfied with the provided services, they were asked to complete a questionnaire containing different categories of questions. The results of the questionnaire were analyzed and informed to the communities. The summaries of the three projects were submitted to the Department of Research and Planning.

4. Legal and Ethical behavior (Ethical Behavior). How does the dean promote and ensure ethical behavior in all interactions?

For ethical conduct, the Dean performs all operations on the basis of ‘good governance’, ‘the code of ethical conduct for educators, and rules and regulations of the College to ensure just and transparency. The Dean is evaluated by the faculty members at the end of the academic year. Not only the Dean; but also the Deputy Dean, the two Program Heads, and all faculty members and staff must follow the ‘Standard Code of Conduct’. To assure that there is no violation of ethical conduct, the Dean appoints various boards of committees such as ‘the research committee’, ‘the risk management committee, ‘the knowledge management committee, etc. to oversee whether the operation regarding academic service, research, and teaching activities comply with ethical requirements. For students, the Faculty plans the morals and ethics of students by launching projects on “Moral and Ethics Development for Students’, “Green University’, ‘Study Visit to Arts and Culture’, ‘Inter-Cultural Day’; and ‘Cultural and Traditional Heritage Preservation’. All projects were evaluated regarding students’ level of satisfaction by the students participating in such projects. Although these projects have been done annually, the purposes and activities have been changed year by year based on the students’ needs.

5. Societal Contributions (Societal Well-Being). How does the dean consider societal well-being and benefit as part of the strategy and daily operations?

To support the community for its well-being, the Dean serves the policy of the College to improve the quality of life and education in the surrounding community through 4 major projects: 1) Strong and Sustainable Community (HS30) to support and maintain the merit of the local way of life 2) Academic Service (HS 21/27)) to improve the quality of education 3) Nakhon Nayok Channel (HS33) to illustrate the community’s cultural and traditional values and its important landmarks to enhance its economy, and 4) English Center of Excellence (HS29) to demonstrate classroom English activities in the form of video clips to primary teachers teaching English. The operational process is mostly similar to that in the former section. First, the Dean and the Program Head contact the communities. Then, the Dean submits 4 written projects to the College for permission. Next, the lecturers in charge of the projects along with volunteer BE and CA students, operate the projects at the target communities following the activities stated in the projects until finished. To ensure the satisfaction of the target communities, the questionnaire was used to assess the satisfaction levels. The summaries of the projects were submitted to the Department of Research and Planning. However, as the objectives of HS 30 and 33 were aimed at enhancing and publicizing the culture, traditions, and landmarks of Nakon Nayok province, three video clips have been publicized through different platforms: the CA fan page, the Faculty website, and YouTube. Some viewers were asked to assess the video clips on their satisfaction.

7. The faculty has monitored governance for staff to work efficiently and effectively.

To supervise the efficiency and effectiveness of the faculty members and support staff, the Dean proceeds following these sequential steps.
First, informing faculty members of their responsibilities and duties in the first-semester meeting and assigning each of them the projects to be responsible for. The faculty member in charge of a project is required to write out the project following the project template set by the Department of Research and Planning and submits it to the Dean.
Second, launching 9 projects, based on last year’s performance and the results of the annual projects, to improve and develop the faculty members regarding pedagogical activities and their inside-out and outside-in knowledge; and the supporting staff regarding IT knowledge, English proficiency, and secretarial work.
• To improve their pedagogical activities, these projects were done: Test-item Clinic (HS 09)/ Teaching Potential Development (HS 10)/ New Lecturer Orientation (HS 11)/ MIS Database Management (HS 42)/ Dean and self-evaluation (HS 45).
• Their inside-in and inside-out knowledge is improved via these projects: Research Publication (HS 24)/ Textbook and Academic Work Production Workshop (HS 25) Knowledge Management (HS 44)
• To improve supporting staff, the Supporting Staff Training Project (HS 39) was performed
Third, the Dean monitors the operation of each project until finished and gathers the results and feedback.
Regarding the quality of the lecturers’ actual class teaching, the Dean arranges a ‘peer observation’ activity where the peer-observer observes a lecturer while teaching in a class and fills out the evaluation form. The observed lecturer meets with the Dean to see and discuss the results and comment in a productive manner.

8. The faculty has an evaluation for continuous development.

All projects aimed at developing lecturers’ teaching potential and knowledge, and supporting staff’s administrative and secretarial work were evaluated using a questionnaire by the lecturers and supporting staff participating in the projects. The results and feedback were analyzed and kept as a resource for improvement in the next academic year. The Dean successfully employs the Faculty’s performance results for operational improvement year by year as evidenced by the results of the IQA from 2019 – 2021.
